(a) Rice smugglers whose cargoes (usually rice) are confiscated by the Peace Preservation Corps usually complain to Hong Kong Police that their junks have been robbed.

Comments on International Matters.
(a) The case of the two members of the Peace Preservation Corps now incarcerated in Hong Kong is not mentioned this week.
(b) "Sing Pao" of 8/5 urges Chinese Government to publish the text of treaties with Russia affecting Outer Mongolia, Dairen and Port Arthur. Public opinion would then cause the unequal treaties to be abrogated. "Sing Tao Jih Pao" of 7/5 reports that the arrangements for taking over Dairen by China are expected to be announced soon. "Wah Kiu Yat Po" of 9/5 says that Chinese Communists with Russian support hope to Occupy Dairen permanently. Russia is raising obstacles to
the taking over.

(c) Agitation for the return of Macao continues, but without urgency which characterised last week's news. Ministry for Foreign Affairs states that retrocession of Macao is a point of Central Government's policy. Pao, Canton, 4/5). Meeting are being held in Canton.

A message from Nanking insists that the payment of HK$50,000 compensation for the death of Cheung Tim-cheung (the Shum Chun border incident of last December) should be demanded from Hong Kong through diplomatic channels (National Times and Chung Cheng Jih Pao, Canton, 6/5).
(e) Commenting on the Russian Army Maneuvres in East Siberia and the American Combined Maneuvres in Alaska, "Kung Sheung Daily Press" of 7/5 fears this may be a pointer towards another war.
(f) 30,000 teachers are required for education of Over- seas Chinese children. Recruitment abroad plus a tour in China is urged. (Sing Tao Jih Pao, 5/5).
